  目前(qian),城(cheng)(cheng)市(shi)交(jiao)(jiao)通(tong)問題突(tu)出(chu),交(jiao)(jiao)通(tong)堵塞狀(zhuang)況日益(yi)嚴重;城(cheng)(cheng)市(shi)生態(tai)環(huan)境惡(e)化(hua),大氣環(huan)境污染日益(yi)嚴重,城(cheng)(cheng)市(shi)交(jiao)(jiao)通(tong)污染已(yi)成(cheng)為當今難以解決的(de)(de)頑癥。因(yin)此,如何(he)重新定(ding)義與發(fa)展(zhan)(zhan)交(jiao)(jiao)通(tong)系統(tong),成(cheng)為現代文(wen)明下一步發(fa)展(zhan)(zhan)不可(ke)或缺的(de)(de)內(nei)容。在(zai)此情形下,隨著可(ke)持續發(fa)展(zhan)(zhan)思(si)想(xiang)的(de)(de)推廣(guang),綠(lv)(lv)色(se)交(jiao)(jiao)通(tong)的(de)(de)概念在(zai)國內(nei)外被提出(chu)[1],并得到決策(ce)部(bu)門(men)和(he)學術研(yan)究(jiu)部(bu)門(men)的(de)(de)高度(du)重視。本文(wen)在(zai)此背景下探(tan)討建設(she)城(cheng)(cheng)市(shi)綠(lv)(lv)色(se)交(jiao)(jiao)通(tong)系統(tong)的(de)(de)相關(guan)關(guan)鍵技術,以期為城(cheng)(cheng)市(shi)綠(lv)(lv)色(se)交(jiao)(jiao)通(tong)系統(tong)的(de)(de)建設(she)提供理論及實(shi)踐依據。

  1.城市綠(lv)色交通系統概(gai)述

  1.1 綠色交通的含(han)義(yi)

  綠(lv)色交(jiao)(jiao)通(tong)(tong)(tong)與解決環境污染問題的(de)(de)可持續(xu)發展(zhan)的(de)(de)概(gai)念(nian)一脈相承(cheng),同時(shi)綜合交(jiao)(jiao)通(tong)(tong)(tong)寧靜區、自行車(che)(che)推廣運動、新傳(chuan)統鄰里的(de)(de)城市設計方法以及低(di)污染公(gong)共汽車(che)(che)、無軌電車(che)(che)、現代有軌電車(che)(che)、輕軌為(wei)導向的(de)(de)公(gong)共交(jiao)(jiao)通(tong)(tong)(tong)運輸等觀念(nian),成(cheng)為(wei)交(jiao)(jiao)通(tong)(tong)(tong)工程中一個(ge)重要的(de)(de)發展(zhan)領域。

  綠(lv)色(se)交(jiao)通(tong)(tong)是(shi)一個理念(nian),也是(shi)一個實踐目標,其根(gen)本的(de)(de)(de)(de)(de)含義是(shi)創造(zao)一個協(xie)(xie)和的(de)(de)(de)(de)(de)交(jiao)通(tong)(tong),即為(wei)(wei)了減低交(jiao)通(tong)(tong)擁擠、降低污染(ran)、促進(jin)社(she)會(hui)公平、節省建(jian)設維護(hu)費用,通(tong)(tong)過發展低污染(ran)的(de)(de)(de)(de)(de)有利于城市(shi)(shi)環(huan)境的(de)(de)(de)(de)(de)多元化(hua)城市(shi)(shi)交(jiao)通(tong)(tong)工具(ju)來(lai)完成社(she)會(hui)經(jing)濟活(huo)動的(de)(de)(de)(de)(de)協(xie)(xie)和交(jiao)通(tong)(tong)運輸系統(tong)。包(bao)含:①交(jiao)通(tong)(tong)與(生態的(de)(de)(de)(de)(de)、心理的(de)(de)(de)(de)(de))環(huan)境協(xie)(xie)和;②交(jiao)通(tong)(tong)與未(wei)來(lai)的(de)(de)(de)(de)(de)協(xie)(xie)和(適應(ying)于未(wei)來(lai)的(de)(de)(de)(de)(de)發展);③交(jiao)通(tong)(tong)與社(she)會(hui)的(de)(de)(de)(de)(de)協(xie)(xie)和(安全(quan)、以人為(wei)(wei)本);④交(jiao)通(tong)(tong)與資(zi)源(yuan)的(de)(de)(de)(de)(de)協(xie)(xie)和(以最小的(de)(de)(de)(de)(de)代價或最小的(de)(de)(de)(de)(de)資(zi)源(yuan)維持交(jiao)通(tong)(tong)的(de)(de)(de)(de)(de)需求(qiu))。

  1.2 綠(lv)色交通的(de)目(mu)標(biao)

  (1)城市交(jiao)通與環境目標

  宣傳交通(tong)(tong)對(dui)環(huan)(huan)境和(he)健(jian)康影(ying)響(xiang)的(de)基本知識(shi);推廣使用環(huan)(huan)保汽車和(he)燃料;在(zai)城市不同的(de)地區和(he)時間(jian)中,限制不同車型的(de)車輛的(de)通(tong)(tong)行(xing)權;進行(xing)交通(tong)(tong)和(he)土(tu)地使用規劃(hua)對(dui)環(huan)(huan)境影(ying)響(xiang)的(de)評估。

  (2)城市交通與城市發展目(mu)標

  (4)慢行(xing)交通(tong)發展目(mu)標

  在交(jiao)通法規(gui)中(zhong)規(gui)定綠色(se)交(jiao)通體系中(zhong)的(de)各種(zhong)交(jiao)通方式(shi)的(de)權利和義(yi)務,尤其是慢(man)行(xing)(xing)交(jiao)通(即步行(xing)(xing)和非(fei)機動車(che)(che));建(jian)立慢(man)行(xing)(xing)交(jiao)通專(zhuan)用道(dao)系統,將機動車(che)(che)道(dao)與(yu)慢(man)行(xing)(xing)車(che)(che)道(dao)分隔,慢(man)行(xing)(xing)車(che)(che)道(dao)中(zhong)將自(zi)行(xing)(xing)車(che)(che)道(dao)與(yu)人行(xing)(xing)道(dao)利用喬木作(zuo)點(dian)狀分隔。

  (5)停車(che)交通(tong)發展目標

  把停車(che)設施建設規模、布局以及(ji)與(yu)靜(jing)態交通管(guan)理(li)措施結合起來考慮,強化“以靜(jing)制動(dong)”的觀念和管(guan)理(li)方(fang)法。

  1.3 綠色交通(tong)的(de)指導思想(xiang)

  城市綠(lv)色交(jiao)通系統最基(ji)本的指導思想(xiang)是以人(ren)為本,對于(yu)具體(ti)指定發展綠(lv)色交(jiao)通策略方(fang)案,其指導思想(xiang)主要(yao)體(ti)現在以下(xia)四個方(fang)面(mian):

  (1)合適(shi)的綠色交通技術

  2.城市道路交(jiao)通(tong)系統(tong)設計

  交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)設(she)計(ji)(ji)的(de)(de)(de)(de)(de)基本概念形成于(yu)八(ba)十年代,是近年來(lai)逐步被高度重(zhong)視的(de)(de)(de)(de)(de)改善城(cheng)市交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)的(de)(de)(de)(de)(de)方法和(he)技術(shu)[2]。但長期以來(lai),交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)設(she)計(ji)(ji)多被視為(wei)(wei)“交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)工程設(she)計(ji)(ji)”,缺乏基于(yu)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)設(she)施基本功能(neng)的(de)(de)(de)(de)(de)考慮(lv),難以滿足交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong) “安(an)全、通(tong)(tong)(tong)(tong)(tong)暢、環(huan)保(bao)、便捷(jie)與效率”的(de)(de)(de)(de)(de)基本要求(qiu),因此需要對交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)設(she)計(ji)(ji)重(zhong)新定(ding)位。設(she)計(ji)(ji)有構(gou)思(si)、創(chuang)造(zao)、優(you)化、組合與整(zheng)合之意,以實現(xian)綠(lv)色交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)系(xi)(xi)統(tong)為(wei)(wei)目(mu)標的(de)(de)(de)(de)(de)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)系(xi)(xi)統(tong)設(she)計(ji)(ji)需要實現(xian)兩個功能(neng),一是保(bao)證車輛通(tong)(tong)(tong)(tong)(tong)行的(de)(de)(de)(de)(de)連續(xu)及(ji)順暢,以降(jiang)低車輛待速(su)行駛(shi)引起的(de)(de)(de)(de)(de)污染;二是將道路景觀(guan)(guan)設(she)計(ji)(ji)融合到交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)設(she)計(ji)(ji)中,在實現(xian)道路景觀(guan)(guan)需求(qiu)的(de)(de)(de)(de)(de)同時為(wei)(wei)交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)出行提供必要的(de)(de)(de)(de)(de)隔離。在上述功能(neng)約(yue)束下,交(jiao)(jiao)(jiao)通(tong)(tong)(tong)(tong)(tong)系(xi)(xi)統(tong)設(she)計(ji)(ji)將主(zhu)要從網絡設(she)計(ji)(ji)以及(ji)主(zhu)線設(she)計(ji)(ji)兩個層面展開。

  2.1 城市道路網絡(luo)設計

  傳統(tong)的(de)(de)(de)道(dao)路(lu)(lu)(lu)網絡(luo)規(gui)劃常(chang)常(chang)過(guo)多(duo)的(de)(de)(de)專注(zhu)于道(dao)路(lu)(lu)(lu)連通(tong)(tong)性(xing),因此(ci)將過(guo)多(duo)的(de)(de)(de)次(ci)干道(dao)、支路(lu)(lu)(lu)等低等級(ji)道(dao)路(lu)(lu)(lu)連接(jie)到主(zhu)干道(dao)上,導致主(zhu)干道(dao)交(jiao)(jiao)(jiao)叉口(kou)密集,通(tong)(tong)行(xing)(xing)效率降(jiang)低,次(ci)干道(dao)運(yun)行(xing)(xing)速度(du)過(guo)快(kuai)、交(jiao)(jiao)(jiao)通(tong)(tong)安全度(du)低。目前,在綠色交(jiao)(jiao)(jiao)通(tong)(tong)新理(li)念的(de)(de)(de)影響下,出行(xing)(xing)者對出行(xing)(xing)環境的(de)(de)(de)舒適性(xing)、便捷性(xing)要(yao)求(qiu)日益(yi)提高,因此(ci),需(xu)要(yao)結合土地利(li)用(yong)(yong)(yong)性(xing)質與規(gui)模對城市(shi)區域(yu)內的(de)(de)(de)交(jiao)(jiao)(jiao)通(tong)(tong)網絡(luo)組成(cheng)做(zuo)進(jin)一步的(de)(de)(de)優化,以保證主(zhu)干道(dao)、次(ci)干道(dao)、支路(lu)(lu)(lu)所承(cheng)擔的(de)(de)(de)交(jiao)(jiao)(jiao)通(tong)(tong)功(gong)(gong)能明確,道(dao)路(lu)(lu)(lu)資(zi)源能夠充分利(li)用(yong)(yong)(yong)。支路(lu)(lu)(lu)功(gong)(gong)能定(ding)(ding)位(wei)為(wei)生活型道(dao)路(lu)(lu)(lu),用(yong)(yong)(yong)以銜(xian)接(jie)日常(chang)活動與交(jiao)(jiao)(jiao)通(tong)(tong)出行(xing)(xing),主(zhu)要(yao)承(cheng)擔工(gong)作、購物(wu)、休閑等進(jin)出集散交(jiao)(jiao)(jiao)通(tong)(tong);次(ci)干道(dao)功(gong)(gong)能定(ding)(ding)位(wei)為(wei)連接(jie)型道(dao)路(lu)(lu)(lu),用(yong)(yong)(yong)以匯集多(duo)條支路(lu)(lu)(lu)上的(de)(de)(de)交(jiao)(jiao)(jiao)通(tong)(tong),并將其傳送(song)到交(jiao)(jiao)(jiao)通(tong)(tong)主(zhu)干道(dao);主(zhu)干道(dao)功(gong)(gong)能定(ding)(ding)位(wei)為(wei)交(jiao)(jiao)(jiao)通(tong)(tong)型干道(dao),是城市(shi)交(jiao)(jiao)(jiao)通(tong)(tong)的(de)(de)(de)主(zhu)通(tong)(tong)道(dao),用(yong)(yong)(yong)于傳輸(shu)大量、高速的(de)(de)(de)交(jiao)(jiao)(jiao)通(tong)(tong)流。為(wei)實現各自交(jiao)(jiao)(jiao)通(tong)(tong)功(gong)(gong)能,道(dao)路(lu)(lu)(lu)網絡(luo)銜(xian)接(jie)模式需(xu)要(yao)采用(yong)(yong)(yong)圖1模式。

  2.2 城市主干道綠色交通設計

  城市(shi)主干道綠色交(jiao)(jiao)通設(she)計即將交(jiao)(jiao)通設(she)施的(de)(de)(de)規劃和設(she)計同道路環(huan)境相結合,以達到(dao)交(jiao)(jiao)通需求與景觀效果(guo)的(de)(de)(de)協調,從而實現交(jiao)(jiao)通可持續發展的(de)(de)(de)目標(biao)。在城市(shi)主干道的(de)(de)(de)規劃建(jian)設(she)過程中,著重從規劃控(kong)制、交(jiao)(jiao)通環(huan)境的(de)(de)(de)優化、可持續發展的(de)(de)(de)需要、靜態交(jiao)(jiao)通的(de)(de)(de)
